On their official website, the Black Cats confirmed that Vergini, 25, has arrived from Argentine club Estudiantes, with whom he had been on loan from Atletico Fenix, his parent club in Uruguay.
He has also played for Paraguayan club Olimpia, where he began his career, and Italian outfit Verona.
Vergini won his first cap for the Argentina national team in 2012.
